E-commerce Enables Home Delivery of Liquor for Mumbaikars

The liquor shops selling liquor in sealed bottles can be permitted to operate by selling liquor to the customers by effecting delivery of the permitted liquor to the home address of the customers if such an order is placed within Municipal Corporation of Greater Mumbai limits, says an order passed on 22nd May 2020 by the Commissioner of Municipal Corporation of Greater Mumbai.

The Commissioner of Municipal Corporation of Greater Mumbai has been declared as 'Empowered Officer' and is empowered to take such measures as are necessary to prevent the outbreak of COVID-19 or its spread thereof within his respective jurisdiction by the state government of Maharashtra. And a set of orders notified under an order by the Commissioner is to be complied in the Municipal Corporation of Greater Mumbai jurisdiction.

Home delivery on every placed order must be complying with stipulated conditions as mentioned on the Commissioner’s order. Each and every home delivery of liquor is subject to conditions and these conditions are in addition to the conditions and restrictions under the law which the liquor shops are having their permits and licenses to operate.

According to the above-mentioned imposed conditions, under no circumstances, over the counter sales of liquor can be permitted from such liquor shops. The E-commerce platforms may be utilised by the liquor shops permitted to do home delivery; the guidelines issued by State
Government of Maharashtra and the State Excise Department shall be followed scrupulously and the jurisdictional State Excise Officers and Ward Officers will ensure compliance of these orders in their totality.
