Rajasthan keeps duty unchanged in its new excise policy

The Rajasthan Excise and Temperance Policy for the fiscal year 2024-25, released on 1st February 2024, brings about several significant changes while maintaining stability in certain aspects. Under this policy, there will be no increase in excise duty or licence fees, which can provide a sense of predictability for liquor businesses and consumers.

Existing liquor outlet owners will undergo a renewal process with a 10 percent increase in the applicable guarantee amount, aimed at bolstering government revenue. The number of liquor stores in the state remains unchanged, ensuring continued access for consumers. Import fee concessions have been granted for up to three lakh bulk litres of extra neutral alcohol (ENA) to support country liquor production in the state.

The policy encourages the establishment of micro-wineries and promotes higher prices for fruit produce, along with facilitating the manufacturing and sale of heritage liquor and wine on a contract basis. This initiative aims to foster local businesses and traditional alcohol production methods in Rajasthan.

Regulatory measures include strict actions against liquor advertisements, mandatory warnings on packaging regarding the negative effects of alcohol consumption, and the prohibition of liquor sales to minors. Fines will be imposed for public alcohol consumption, indicating a focus on public health and safety.

Efforts to combat illicit liquor include joint policing and the implementation of the Mukhhir Protsahan Yojana under the leadership of the Divisional Commissioner, in the border districts of Rajasthan.
