The Andhra Pradesh government has implemented a 2 percent cess on all liquor categories as part of its new liquor policy, which takes effect from 16th October 2024. The cess will be imposed on Indian-Made Foreign Liquor (IMFL), foreign-made liquor, beer, wine, and ready-to-drink beverages.

According to the government, the revenue generated will be directed towards funding narcotics control measures, establishing and maintaining de-addiction centres, rehabilitation facilities, and counselling centres. The initiative aims to provide sustainable financial support for these critical public services.

The Principal Secretary of the Revenue (Excise) Department issued the formal order (GO-MS 230) on 15th October, detailing the new drug control and rehabilitation cess. Officials stated that this move aligns with the government’s broader goal of tackling substance abuse and ensuring better mental health support systems across the state.
