In a significant move towards gender inclusivity, the West Bengal Assembly has passed a bill allowing women to work in bars.

The West Bengal Finance Bill, 2025, tabled by Minister of State Chandrima Bhattacharya, seeks to amend the Bengal Excise Act, 1909, removing the prohibition on the employment of women in ON-category liquor shops. While ‘OF’ shops sell liquor for off-premises consumption, ‘ON’ shops allow drinking within the premises.

Bhattacharya stated that the state government opposes gender discrimination and aims to provide equal opportunities for all. The bill also grants the state government the authority to regulate the supply of raw materials like jaggery to curb illegal liquor production.
