Rajasthan government has increased annual guarantee fee by 12.5 percent for liquor shop renewals. The state government amended the renewal process under its Excise Policy 2025–29, introducing revisions to annual guarantee amounts, reserve prices, application fees and warehouse norms for retail liquor shops.
As per the notification, for renewal of retail liquor shops, the annual guarantee amount for 2026–27 will be fixed by increasing the 2025–26 annual guarantee by 12.5 percent. In cases where a shop operated for less than a full year in 2025–26, the annual guarantee will first be calculated on a full-year basis and then enhanced by 12.5 percent for determining the guarantee for 2026–27. The same 12.5 percent increase will apply while determining annual guarantees during the renewal process.
The state has also updated relevant policy timelines, replacing references to 2024–25 with 2025–26, 2025–26 with 2026–27, January 2025 with January 2026, and the cut-off date of February 10, 2025 with February 10, 2026.
For liquor shop clusters, the minimum reserve price will be determined by increasing the annual guarantee fixed for all shops in the cluster for 2025–26 by 12.5 percent. The aggregate of the minimum reserve prices of individual shops for 2026–27 will constitute the cluster’s minimum reserve price. Where any shop in a cluster operated for less than a full year in 2025–26, its annual guarantee will be recalculated on a full-year basis and then increased by 12.5 percent to arrive at the minimum reserve price.
The notification also revises application fees for participation in online auctions/e-bidding and renewal. For shops or clusters with a minimum reserve price of up to ₹2 crore, the application fee has been fixed at ₹60,000, while for those above ₹2 crore, the fee will be ₹1.20 lakh.
The amended notification also provides export and tourism-linked incentives. In case of exports outside Rajasthan, the state will offer a 50 percent concession on bottling fees for IMFL and beer. Further, to boost tourism and employment generation, hotel, restaurant and club bar licencees setting up microbreweries will be eligible for a 50 percent rebate on excise duty for the first two months of establishment and operations, according to the notification.
In addition, the government has amended warehouse provisions for retail shops. A shop will be permitted one warehouse on payment of an annual fee of ₹3 lakh, while an additional warehouse can be approved on payment of ₹6 lakh annually.
