The Andhra Pradesh government has issued guidelines to allocate 10 percent of liquor shop licences to the toddy tapper community, reserving approximately 335 shops based on the population in each district. The allocation will be done through a lottery system.

As per Principal Secretary (Excise), the 2016 Smart Pulse Survey will determine the toddy tapper population in 13 erstwhile districts, while mapping will be done for 26 new districts. No reserved shops will be allotted in scheduled areas, and reserved shops will be distributed based on a shop-to-population ratio, with an aim to restrict one shop per unit where possible.

The district prohibition and excise officer will propose unit wise reserved shop numbers to the commissioner for approval. After verification, the district collector will allocate reserved shops sub-caste wise via lottery. Applicants must submit caste and nativity certificates issued by competent authorities.
