Jharkhand invites applications for liquor shop licenses for 5 Years

The Government of Jharkhand, through a recent notification issued by the Excise Department, has officially announced the licensing process for retail liquor shops including Country Liquor Shops and Composite Shops across all districts of the state for the period from September 1, 2025, to March 31, 2030. In line with the Jharkhand Excise (Settlement and Operation of Shops for Retail Sale of Liquor) Rules, 2025, the entire allotment process will be conducted through a transparent e-lottery system. Detailed guidelines, timelines, and application procedures have been laid out to ensure smooth participation by eligible applicants and timely allocation of licenses.  Detailed process has been listed to comply for the concern stakeholders.

Jharkhand Excise Department Notification – E-Lottery Process for Retail Liquor Shop Licenses (FY26–FY30)

As per Departmental Notification No. 903 dated 21.05.2025, the "Jharkhand Excise (Settlement and Operation of Shops for Retail Sale of Liquor) Rules, 2025" and the conditions outlined in the related Sales Notification, the settlement of "Country Liquor Shops" and "Composite Shops" across all districts of Jharkhand for the period from 01.09.2025 to 31.03.2030 shall be conducted through an e-lottery system, in accordance with the schedule and guidelines detailed below:

I. Online Application Window

Applications for settlement of Country Liquor and Composite Shops through e-lottery shall be accepted on the portal (https://exciselottery.jharkhand.gov.in) from 11:00 AM on 08.08.2025 to 7:00 PM on 20.08.2025.

II. Payment of Fees

To participate in the e-lottery, applicants must pay the Earnest Money Deposit (EMD) and Application Fee, as prescribed in the sales notification for the respective shop/group of shops, via online modes (Credit Card, Debit Card, Net Banking, NEFT/RTGS, IMPS, etc.) through the above portal. Confirmation of payment must be received by 11:59 PM on 20.08.2025.

Failure to confirm payment within the deadline will render the applicant ineligible for the e-lottery.

III. E-Lottery Draw

The e-lottery will be conducted via computer randomization from 11:00 AM on 22.08.2025. The live broadcast of the lottery will be available on the departmental website (https://excise.jharkhand.gov.in) and respective district NIC websites. The telecast will also be shown at all District Collectorates.

IV. Allocation Process

The e-lottery shall be conducted at the state level, based on the Annual Minimum Guaranteed Revenue (MGR) of shops or shop groups, following a descending order.

V. Result Declaration

The results of the e-lottery will be published on the departmental website

(https://excise.jharkhand.gov.in) and the respective district NIC websites.

VI. Document Submission

Successful applicants must submit self-attested photocopies of their application and all supporting documents along with original certificates to the respective District Excise Office by 25.08.2025.

VII. Security Deposit and License Fee

Successful applicants must also deposit the Security Amount and the prescribed One-Time Annual License Fee with the respective District Excise Office by 25.08.2025.

VIII. Site Details

Successful applicants must submit the complete details of the proposed shop premises, free of any objections, to the respective District Excise Office by 29.08.2025.

IX. Advance Excise Transport Duty (ETD)

Payment of the Advance Excise Transport Duty must be completed by 29.08.2025 by successful applicants.

3. The Department reserves the sole right to modify the last date for receiving applications or the e-lottery date as necessary.
