Kerala government is set to introduce premium toddy parlours in 74 tourist destinations under its new excise policy. The Kerala Toddy Industry Development Board has invited expressions of interest to open modern restaurant-cum-toddy outlets, targeting four- and five-star hotels as well as new entrepreneurs.

Unlike traditional toddy shop licences, the initiative will allow bottled toddy sales in upscale settings with private participation. Licences will be granted to applicants providing mandatory facilities, including a designated toddy area with a separate entrance, adult-only service, and strict separation from family dining spaces.

To enhance the experience, each parlour must include a playground for children and space for showcasing coconut products and regional specialties. The existing distance norms for toddy shops will apply, though the government may consider relaxations similar to bar rules.

Licences will be valid for five years, with excise regulations and fees in the final drafting stage as reported. A permit will be needed for importing and selling toddy. The plan gained momentum after the state expanded its list of recognised tourist destinations, paving the way for this tourism-linked liquor reform.
